This build is good for when you're getting gear from heroics and kara, which has quite a bit of agility. It's still good beyond that when you don't have any agility on your gear, but in general it's not as worth it by then. Once you move past the tanking gear with agility on it, though, a version of the build that Sulfuras posted above is the most optimal.
Typical Tanking build: http://www.wowprovider.com/?talent=2438606_1_705d3s52u55511032c2103531351
This build does about equal threat as the above even when in agility tanking gear. However, once in T6, this build outperforms the above build by a lot. Improved Shield Bash and Improved Taunt aren't needed for raiding, but if you wish to have one or the other or both, points can be removed from Improved Sunder Armor or Improved Demoralizing Shout.
Taking a break for a while since I am a father now as of March 19th. I may log on at odd hours between diaper changes and feedings.

Off tank: http://www.wowprovider.com/?talent=2438606_1_735d3s5v55511032022103501351 (Maybe sacrifice 4 points from prot into imp demo assuming no dps warr has it.)

Now I feel like I need to prove some of my choices.
Q:Why go into Arms tree, and get Impale? Crit dmg isn't really needed for tanks, and their crit chance is rather low.
A:It helps to do more threat, and.. That's about it.. Well those crits that you do occasionally be pretty decent as well.
Q:Why did you do those choices in Prot?
A:That 1 point in imp shield wall is just there to get further down the tree. If you need the imp shield bash, you can just take 1 point out of imp sunder and the point from shield wall to max it.
Improved taunt is a waste imho. It's just the holy shit button for when the dps don't know what they're doing, and over TPS. Once you are forced to use it as a tank, the guy should understand that he shouldn't do that, and telling your hunters to misdirect, and everyone else who can re-direct their threat to you a bit to get a stronger grasp on things is great. But generally it shouldn't be taken. Unless you're really rage starved all the time and\or your rotation isn't good enough, so that you become a burden on the team.
Improved revenge is bad.. I have had experiences where I get rage starved just cause of the stuns (The main rage income is from YOU getting attacked.).. Stun reduces the rage that you get.
Improved disarm, now why would you need that?
The +4% spell dmg reduction from improved is good, but it's not worth the 20% crit dmg you get from Impale.
Q: You're claiming that your build is the best? Moron! Like a nobody (like you) can claim to have the best build.
A: I'm not claiming it's the best, but it fits what I do best.
You can also go into the fury tree instead of Arms, or go for both if you want to get the improved thunderclap and improved demoralizing shout, with maxed improved defensive stance for max dmg reduction, and if you can keep your threat even then, then you're OK to go, but I don't find it necessary.
Personally I do think this build works great, and I do think I explained all of my choices quite well.

saying impale is useless for high end raiding is not true.as your gear gets better your only concern becomes holding aggro and aggresive tank build will help you do that.
